The level used most of the time is effective levels, with some exception(combat uses normal levels). Effective levels can be get from the normal level, buff from tools and special equipment, and mastery levels.

After reaching level 99 in a skill, further experience will be mastery experience, levelling mastery levels. The experience needed to level up scales up very quickly (around double every 7 level), making it hard to obtain many mastery levels.

These increases the effective level of a skill making it slightly better the more mastery level you have, but some skills are not affected by this, for example combat, scrollcrafting, etc. To gain Mastery level you have to get level 99 in your skill first. After getting 99 extra experience gain will be used for mastery level. The experience needed to level up scales up very quickly (around double every 7 level) making it hard to obtain many mastery levels.
